Define the type of estimate

Distinguish an early budget, a site-informed proposal and a firm scope based on established documents. Ask what assumptions limit the estimate and what could change it. A preliminary number may be useful for planning, but it should not silently become a promise.

Identify the major scope questions

• Design and water-supply investigation.
• New installation, alterations, repair or retrofit.
• System configuration and associated equipment.
• Access, occupied work and working-hour constraints.
• Connected trades, permits and final documentation.

These are questions for the project team. The site does not invent market prices or calculate a contractor’s charge.

Create a comparison sheet

Use one row for each scope item and one column for each bidder. Mark included, excluded, allowance or unclear. Separate taxes and stated payment terms from the work description. Request clarification for differences before ranking the totals.

Discuss additional-work approval

Ask how hidden conditions, revised drawings and changed access are handled. Record who can approve a change and what written explanation precedes it. A transparent change process helps prevent an owner from receiving a final invoice with work it cannot reconcile to the scope.

Look beyond the last installation day

Ask what tests, records and handover are included and what ongoing service responsibilities follow. Where a cheaper option changes access, equipment or programme, have the qualified team explain the implications. The appropriate design and protection requirements should guide the decision.
